Durante la Primera República, los gestores de la misma y la población en general se enfrentan a situaciones desconocidas hasta para entonces para ellos. El excesivo gasto público y la diminución de los ingresos impulso la creación del papel moneda. Todo alrededor de este instrumento de pago novedoso: la legalización, la emisión, el respaldo, el diseño y la impresión. El congreso dedico muchas sesiones a la legislación y puesta en circulación del papel moneda. Su elaboración planteó un verdadero reto, pues en el país no se tenía experiencia en la impresión gráfica y sistemas de seguridad vinculados a la emisión de billetes. |
